  • California: Requires a Certified Phlebotomy Technician (CPT I or CPT II) license issued by the California Department of Public Health (CDPH). This requires state-approved training and a specific number of clinical draws.

  • Washington: Requires the Medical Assistant-Phlebotomist (MA-P) credential issued by the Washington State Department of Health.

  • Nevada: Phlebotomists are recognized as Laboratory Assistants and must obtain state certification from the Nevada State Board of Health.

  • Louisiana: Mandates a state license issued by the Louisiana State Board of Medical Examiners (LSBME).

2. Moderate-Regulation States («Certification Highly Encouraged»)

The majority of states—including Texas, Florida, New York, and Georgia—do not mandate a state-issued license by law. However:

  • Employer Policies: Almost all hospitals and major diagnostic labs (e.g., Quest Diagnostics, Labcorp) make AMCA certification a mandatory requirement for employment.

  • Delegated Authority: State law typically allows a technician to perform draws as long as they are under the supervision of a licensed physician or nurse.

3. Federal Mandates (OSHA & CLIA)

Regardless of the state, all technicians must comply with federal standards:

  • OSHA: Strict adherence to the Bloodborne Pathogens Standard to prevent workplace injuries.

  • CLIA: Compliance with regulations regarding the complexity of laboratory tests. Technicians often perform «Waived Testing» (low-complexity tests like glucose or pregnancy tests), which are regulated under CLIA standards.

4. Credential Portability & Verification

If you relocate to another state, the AMCA facilitates credential portability. However, you must always consult the Board of Nursing or Department of Public Health in your new state to verify if a local registration or additional clinical background check is required.
